
Mannard is a Bermudian Certified Public Accountant licensed by the State of New Hampshire, Office of Professional Licensure and Certification, Board of Accountancy and the Chartered Professional Accountants of Bermuda (CPA Bermuda). Mannard holds a Master’s Degree in Business Administration from American International College in Springfield, Massachusetts and a Bachelor’s Degree in Business Administration from Acadia University in Wolfville, Nova Scotia.
Prior to joining BIOS, Mannard served in the Bermuda Government for many years in several senior roles, including:
Assistant Accountant General for Operations in the Accountant Generals Department, where he directed Compensation and Pension Benefits, Government Insurance (GEHI), Payments, Treasury & Cash Management, and Reconciliations Sections.
Assistant Tax Commissioner, Audit and Compliance, in the Office of the Tax Commissioner, responsible for ensuring local companies complied with Payroll Tax legislation through independent audits of their books and records.
Ministry Comptroller for the Ministry of Tourism & Transport, Culture & Sport, providing financial and budgetary oversight for the Ministry Headquarters, its departments, autonomous authorities, boards, and councils. His responsibilities included reviewing and approving daily transactions, monthly operational and capital expenditure reporting, preparing the annual budget, and completing the year-end financial audit.
As the Financial Controller for BIOS, Mannard’s responsibilities will be to assist the Treasurer and Chief Financial Officer with all aspects of the financial management and reporting for the Institute's operations.
